Lower usage but higher water bill

Here's more on the subject of Columbia Water Company's charges to customers.
The letter carrier left two water bills in my mailbox, one for me and one for my neighbor. I noticed that his water bill was considerably less than mine.
There are three people in that home and just one person in my home.
They live downhill from me. Therefore, the water company informs me my neighbor has a five-eighths meter for $8.14 a month and I have a one-inch meter for $20.37 a month.
My water usage is less than that three-person home but my bill is larger for a meter that I surely have paid for over and over during the 27 years I have lived here.
An inquiry/complaint to the water company only resulted in the comment, "This is the way it is.''
