Proposed development has breakthrough at meeting

Developer Nathan Pipitone has been fighting an uphill battle in Pequea Township for five years.


That seemed to change July 20, when the township took a number of steps to move forward with Pipitone's proposed Summerfield development, possibly ending years of legal and financial red tape.


The board of supervisors approved, among other things, a stormwater management plan, an improvement guarantee and letter of credit for the proposed residential community to be located along Penn Grant Road.


The board's action followed another victory for the developer, who was granted four requests at a recent conditional-use hearing.


While saying, "I want to see this project get moving," Supervisor Jay Reynolds opposed all but one motion.


Fellow board members Harry Lehman and Bruce Groff approved every motion.


The items Reynolds voted against are the same ones every other development in the township has been approved with, Pipitone said.


Reynolds did not disagree, but said his decisions were based on the advice of township solicitor Robert Sisko, who recommended further measures to indemnify the township.


The improvement guarantee presents "no risk to the township," Pipitone said.


"As a businessman, I take advice from my attorney," Reynolds said.


To that, Lehman responded, "I'm tired of spending money (on legal fees)."


Reynolds suggested seeking a second opinion, or finding a new solicitor.


Pipitone told the supervisors that he has ironed out the preliminary plan with Justin Evans of the Lancaster County Planning Commission.


The 148-unit townhouse and duplex community will be carried out in three equal phases, he said, and actual home construction is still five years away. A water main must be installed to connect the site to Lancaster city water.
