Elanco OKs 3-year pact; salaries, health costs up

The three-year pact between the district and the 248 members of its professional staff was unanimously adopted at the school board's meeting Nov. 20.

Under the new pact, the starting salary for a teacher will go from $36,909 for 2006-07 to $37,627 in 2007-08 and $38,345 in 2008-09, according to Keith Ramsey, the district's business manager.

Meanwhile, the final/maximum salary will go from $69,199 in 2006-07 to $70,331 in the 2007-08 school year and, finally, $71,404 in 2008-09.

District teachers had been working without a contract since July 1.

Negotiations between the district education association and the district had been off and on in recent months, and at times, a state mediator was called in to oversee the process.

The process took longer because the previous two contracts were "early-bird" contracts, officials explained.

That meant the two sides only discussed a few points, like updating salaries, and then settled early.

This time, school board President Loren Martin said, it took longer because "we did a full review of the entire contract and brought everything up to date, which had not been done in a long time."

Also under the new pact, monthly health-insurance contributions by employees will increase by about $10 over the three years for single contributions, about $15 for two-party contributions and around $20 for family contributions.

They also represent an increase over the contributions paid in 2005-06, under the old contract, according to district figures.

Along with Garden Spot Senior High School and Middle School, Elanco has four elementary schools, in Blue Ball, Brecknock, Caernarvon and New Holland.
