Former minister faces more sex-assault charges

A retired minister from Manheim Township faces more charges for his alleged sexual misconduct with a teenage boy.

Dennis E. Spangler, 64, was charged Tuesday with involuntary deviate sexual intercourse, indecent assault, sexual abuse of children and corruption of minors for his alleged conduct with a 13-year-old boy.

He now faces a mandatory minimum sentence of 10 years in jail if found guilty of the sexual intercourse charge.

This is the third round of charges lodged against Spangler for his alleged conduct with the 13-year-old and with a 15-year-old boy.

Law enforcement officials said Wednesday they are concerned there may be more victims and called for parents of any children who had unsupervised contact with Spangler to contact them.

Much of Spangler's alleged sexual misconduct took place at Lancaster Airport, where he was an independent flight instructor.

Police first charged Spangler in September for his alleged behavior with the 13-year-old, who told police that Spangler had sexual contact with him when the two were "camping out" in a hangar at the airport.

The boy, now 14, came forward with new information last week, resulting in the latest charges, police said. Police searched an iPhone, a digital camera, computers, thumb drives and a memory card seized from Spangler's Richland Drive home, according to an arrest warrant affidavit.

Police found a photo of the 13-year-old, partially nude and in a sexually explicit pose, on a thumb drive, according to the affidavit.

The boy then told police that he and Spangler performed sex acts on each other in an airport hangar and at Spangler's home.

Police also found other photos of children when they searched Spangler's computer, camera and other objects.

The photos are not pornographic or incriminating but Lancaster County District Attorney Craig Stedman Wednesday called on parents of any children who had contact with Spangler to come forward and talk to him or police.

Police particularly would like to hear from parents of children who had unsupervised contact with Spangler at the airport.

Spangler used his connection to the airport and airplanes to gain the interest of his victims, Stedman said. He then "groomed" his victims, spending time with them to gain their trust, according to the prosecutor.

"When we know his background and pattern, we're concerned," the district attorney said.

Stedman also said the incidents are a lesson to all parents.

"Be careful because predators like this are out there," he said.

Stedman asked for $1 million in bail for Spangler Tuesday, believing he is a flight risk. District Judge David Miller set bail at $100,000, which Spangler met, and the judge asked him to hand in his passport and forbade him from flying a plane.

Stedman said he has other concerns about Spangler being out on bail.

"He is a danger to the community," he said, saying he's concerned Spangler could continue to approach children. "There's a developing history here. We don't want it to happen again."

Jeff Conrad, Spangler's defense attorney, said, "Mr. Spangler wants the world to know that he's not the monster that the district attorney is making him out to be.

"And he certainly hopes that people will give the court system time to decipher all of the facts in this case."

The first set of charges against Spangler included indecent assault, indecent exposure and corruption of minors for incidents that happened at the airport with the 13-year-old in 2008 and 2009.

In the charges filed in September, Manheim Township police said Spangler slept in the nude with the boy and touched him on several occasions, including while the two were "camping out" in a tent inside an airport hangar.

Spangler, who retired from the United Methodist Church in 2007, surrendered his ministerial credentials after those charges were filed. He had been a full-time minister for 30 years and served at churches in Brownstown and Manheim Township.

The second set of charges dated back to 2007 and also involved incidents that allegedly occurred at the airport.

Spangler was charged with corruption of minors, after a 15-year-old boy said Spangler tried to kiss him on the lips, touched his thigh and told him he was a "touchy-feely" guy and a bisexual. The incidents happened after Spangler gave the boy free flying lessons.

The charges were not lodged until this year, although the boy immediately went to Manheim Township police after the incident. They referred the matter to the district attorney's office because Spangler had served as a volunteer police department chaplain at the time. He is no longer performing those duties.

The DA's office initially said there were several possible reasons, involving evidence or other matters, why the charges had not been filed in 2007, but decided to take a second look at the case.

Spangler admitted hugging and kissing the boy, but only on the head, police said. He also admitted saying he was "touchy-feely."
